Civil Aviation Bill
: I am grateful to noble Lords, particularly those who have served in significant and distinctive ways on local authorities and who know a great deal about local police authorities. So I express my gratitude to both Front Benches because they have saved me the task of trying to define these arguments. I recognise the point my noble friend makes that a local community wants to know that its airport is secure because it may bear the costs more flagrantly than anyone else if things became insecure. But of course that would be within the framework of the police authority and its consultation in relation to the airport and its stakeholders. They would largely be very broad-brush issues with regard to overall resources being deployed, as was so clearly expressed by the noble Lord, Lord Hanningfield. The one thing that one cannot put into the public medium is anything remotely like detailed strategies for security. I hope my noble friend is assured on that front. I am grateful to him for raising the valid point that there is nothing that we do in the name of the public for which we should not have a degree of answerability. On Question, amendment agreed to.
