Civil Aviation Bill

As I indicated, there is a framework whereby we are looking at the evidence coming through under the auspices of my noble friend’s organisation. It is a good framework. If there was an indication that additional action was necessary, of course we would address ourselves to it in the international forum. But—as the noble Countess, Lady Mar, would be the first to attest—the scientific community does not operate on national lines, and if evidence of real substance emerges it will of course be subject both to peer review and to international consideration. There is no question of us being an island unto ourselves with regard to issues of this kind. My noble friend says that he his not concerned whether we are talking about primary legislation. I am not involved in a debate about broad policy; I am dealing with the primary legislation that is before us, and it is my duty to address my remarks to that aspect.
