Civil Aviation Bill

I thank the Minister for his response, in particular his last comment that he will continue to reflect on this issue. It is one that is being raised outside this place. I do not know whether there is any scope for the British Government to take an initiative that might result in some sort of international action, but if we all continue to think about it before the Report stage and discuss it further at that point, that may be the most appropriate course. For now, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clauses 11 and 12 agreed to. Clause 13 [Short title, commencement and extent]:
