Civil Aviation Bill
The danger is in the definition. We have a regime in place, which, as we indicated, we think will work well. We do not see that attempts to tighten up the legislation in these terms do anything towards the general objective. Potentially they will restrict us. I hear what the noble Lord, Lord Bradshaw, says about other airports. The line has to be drawn somewhere and I would have thought that the line should be drawn exactly where the Government draw it; namely, we have three designated airports where we operate one regime, but with regard to other airports, which have had a good record in the past, it is all about local decision-making. Local authorities have the framework under which they can evaluate the situation and, if there were grotesque abuse of the situation, if we had a situation where a vast transfer was occurring and causing enormous troubles locally, there is no doubt that the first people to tell us would be the local authorities in the vicinity. The noble Lord is asking me to expand beyond the three, without any definition of where that might go. We would get ourselves into an absurd position—
