Civil Aviation Bill
On the Environment Act and the duty on local authorities, try to imagine Hounslow deciding that it needs an action plan on air quality. What in practical terms could it do without completely destroying the economy of the area? Presumably, it could try to persuade BAA and the airlines to take action. Without massive expense by the local authority or massive prohibitions of people driving around, which would obviously affect the local economy, would it be reasonable to expect local authorities to do that on their own?
