I support what the noble Baroness, Lady Hanham, said. Consistency and transparency are needed in the charging regime that is set up. That charging regime should be revised and should show, over the years to come, how noise and emissions are to be reduced. The airline industry needs to have a target, as do all industries. It cannot reach the target through sudden steps; it has to be done gradually. I would like to see in place a regime for emissions and noise that reflects that. Will the Minister consider seriously the permissive regime, as put here—airports ““may”” charge—and who is to set the limits. I do not believe that they are subjective things that can be determined by an airport authority; they are absolute matters that should be determined by a regulator such as the CAA.
