Proceeding contribution from Lord Bradshaw (Liberal Democrat) in the House of Lords on Monday, 5 December 2005. It occurred during Debate on bill and Committee proceeding on Civil Aviation Bill.
Civil Aviation Bill
Does the Minister accept that tackling aircraft emissions by means of emissions trading is abject surrender? It does not reduce emissions one bit. We are seeking at least to trace a path where airlines themselves reduce emissions. I will not indulge in technical talk about how emissions can be reduced, but the car industry has reduced emissions because it was told over some time that it should do so. The Minister has just said that we will do nothing about emissions and just hope that, some time or another, the European Union will turn up with an emissions trading scheme. That does not answer the question.
