Proceeding contribution from Lord Davies of Oldham (Labour) in the House of Lords on Monday, 5 December 2005. It occurred during Debate on bill and Committee proceeding on Civil Aviation Bill.

Civil Aviation Bill

I do not think that any noble Lord was seeking to confute that position. I am glad that my noble friend has emphasised the point because we need progress among world airlines similar to that which British Airways has begun. But there is a great deal more to be achieved by that service, too. Nevertheless, it is an important contribution to the debate. I emphasise that the Secretary of State has the power to direct amendment or revocation of an airport’s noise or emission-related charges. We have a framework in which those issues can be tackled. I do not see how an annual report would contribute significantly to the effectiveness of the legislation. That is why I hope that the noble Baroness, having given rise to an interesting debate, will withdraw her amendment.
