Proceeding contribution from Baroness Hanham (Conservative) in the House of Lords on Monday, 5 December 2005. It occurred during Debate on bill and Committee proceeding on Civil Aviation Bill.

Civil Aviation Bill

Perhaps I should change my style—there is an opportunity—but for this amendment I will keep my happy, ameliorating stance. I thank the Minister for his reply. He is managing to get the Secretary of State out of doing all the things that we want him to do and is getting him out of taking the responsibility that he ought to take under these clauses to ensure that these aspects are met. It is always the same: we have international and local agreements, and agreements for this and for that. If they are not monitored and looked after and the Secretary of State does not take interest, absolutely nothing happens and no one knows what is going on or understands it. Today, I have nothing more to say. It has mostly been said in my introductory remarks. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendments Nos. 6 to 8 not moved.] Clause 1 agreed to. Clause 2 [Regulation by Secretary of State of noise and vibration from aircraft]:
