Proceeding contribution from Lord Hanningfield (Conservative) in the House of Lords on Monday, 5 December 2005. It occurred during Debate on bill and Committee proceeding on Civil Aviation Bill.
Civil Aviation Bill
At the moment, it is calculated on the number of flights, which is transparent and understandable. Obviously, that causes disturbance but there are restrictions. Under a quota, there could be a lot of flights because less so-called noise might be measured, which does not help people who are woken up by lower levels of noise. My contention is that there could be a lot more flights at night under the new legislation.
