Civil Aviation Bill
I believe that in most law the upholding of standards is a matter of a definite requirement on the part of the regulated party. A regulator regulating bus, road or railway safety, or in local government or elsewhere, does not ask people whether they would like to take part in the regulation—it is actually a rule. Construction use regulations in road haulage constitute a rule. There are rules, and people have to conform to them. I am simply asking the Minister why the scheme is conditional, because I am sure that somebody somewhere will not wish to conform.
