Proceeding contribution from Lord Berkeley (Labour) in the House of Lords on Monday, 5 December 2005. It occurred during Debate on bill and Committee proceeding on Civil Aviation Bill.

Civil Aviation Bill

Regarding my noble friend’s comments on insurance, will he confirm that if there is a problem with the third-party liability, given the need for all the airlines within the European Union to act in a similar competitive way, there is always a risk that some of the other airlines and some of the other member states might be tempted to avoid state aids problems by getting a quick subsidy from their governments? Will my noble friend take that into account in the ongoing negotiations? The European Energy and Transport Forum, of which I am a member, has recently published a very interesting report on transport security—on which I am no expert—which emphasises the need for common rules across the Community to avoid unfair competition due to state aids, or lack of.
