Perhaps I may summarise. While there are work-at-height regulations in force, matters of crucial concern related to flying conditions, that is, to the inside of the aircraft, are not included. BALPA has discussed this issue at great length. Pilots think that they should be able to play a part in advising on occupational health and safety measures. I went into considerable detail, which I shall not repeat, when I discussed the matter at Second Reading, but the aircraft owners have appreciated what was being contended. They cannot see any reason why the Civil Aviation Authority should not be given this brief. After all, pilots have enormous experience of what goes on. The matter is not confined to the flying crews; it affects passengers as well. So I invite the Minister to comment on my amendment, which accurately reflects the opinion of the union and the people that it has consulted. I beg to move.
