I, too, support my noble friend Lord Faulkner. My noble friend Lord Davies will have a tremendous job to do on Report, because none of us are in any way sympathetic to the arguments which he has adduced. A formidable case has been made by my noble friend. Certain peripheral issues may be contentious, but when we come to consider this issue in any depth, we should surely recognise that the CAA, which is not a wildly socialist body, has put forward the idea of a £1 levy and that it has been considered in depth. Nobody would accuse the CAA of doing anything else. The Minister would do well to recognise that the issues which have been raised in this Committee are not a one-way street; they will open out into a thoroughfare. I hope that we will be able to come to a reasonable conclusion about this before Report. I hope that the Minister has listened to the arguments which have resonated through this Committee from right, centre and left and will respond accordingly.
