No. I did say that I would make progress, and I really must. The package also sends a clear signal that the European Union's response to the crisis must lie in openness, not protectionism. The clear lesson of the 1930s is that the response to the banking crisis, not the crisis itself, will determine the depth and duration of this recession. We will continue to resist pressure to raise barriers to trade and investment and vigorously promote market access for all businesses. The second main item on the Council's agenda is the climate and energy package. If we are to avoid dangerous climate change, it is vital that the European Union should work towards finalising the details of its ambitious climate leadership programme.
