My right hon. Friend is correctly defending the German position, which is more prudent. The draft conclusions that the Government will be invited to accept include a reference to"““Restructuring of the European defence industrial and technological base around centres of European excellence, avoiding duplication””." Is not that both very anti-competitive and a threat to many successful factories in Britain?
