The problem that my noble friend faces, as we all do, is that to give anyone a veto in this matter is highly dangerous—whether you give local authorities or local communities a veto. Speaking again from my experience, I believe that the important thing is to provide sufficient information on which local authorities can come to a conclusion. If that information is not provided, you do of course get an ill balanced debate. Equally, as far as local people are concerned, some people can be expected to be reasonable, but others are utterly unreasonable. How do you solve their problems? I am not arguing against the fact that there has to be some sort of effective and reasonable consultation, but to expect that it will solve all the problems—notwithstanding what I have said—is impossible.
