Proceeding contribution from Lord Clinton-Davis (Labour) in the House of Lords on Monday, 5 December 2005. It occurred during Debate on bill and Committee proceeding on Civil Aviation Bill.

Civil Aviation Bill

I have listened to what the noble Lord has said, and it is necessary to involve oneself in consultation. But those representations are mistaken. Under the 1982 Act, the situation is rather less stringent than is envisaged in the Bill. My two amendments are tabled in order to facilitate the Minister to describe to the Committee what is being done. First, all operators should be consulted about all restrictions under Section 78; I would be very surprised if they are not. No doubt the Minister can inform us about that. Secondly, ICAO insists on a balanced approach on economic, social and environmental benefits and concerns. I do not know whether they are properly taken into account, but I am sure that my noble friend will put my mind at rest.
