Proceeding contribution from Mike O'Brien (Labour) in the House of Commons on Tuesday, 18 November 2008. It occurred during Debate on bill on Energy Bill.
Energy Bill
In just a moment. Transferring functions in such a way is fully in line with the devolution settlement but ensures that we are on track to deliver on our zero band by April 2009. May I assure you, Mr. Speaker, that the issue has been debated and approved in Holyrood by means of a legislative consent motion.
