Marine and Coastal Access Bill [HL]

I support the amendment moved by my noble friend the Duke of Montrose and the remarks made by the noble Lord, Lord Tyler. I hope the Minister will be reasonably expansive in informing the Committee of the current thinking in the European Union in relation to the development MCZs and marine reserves. It is important that we know what the attitude of the European Union is today. My noble friend’s amendment refers to the Council regulation of December 2002 on the conservation and sustainable exploitation of fisheries resources under the common fisheries policy, and I should like to know what that amounts to in relation to the marine conservation zones that the Bill seeks to establish. The common fisheries policy has been responsible for some of the most awful depredation of marine life in our oceans. I hope that the obscene practice of the quota system, which compels the discarding of any catches exceeding the quota because they may not be landed, is coming to an end. It cannot in any way be regarded as a defensible activity. I hope that the Minister will illuminate our proceedings today, if he is ready to do so on this occasion, by explaining the EU’s attitude towards the establishment of these important protected areas.
